TV screen problem.....?

I have a HD CRT Insignia tv and the screen often bounces when I play my 360 or watch tv. (Black lines usually accompany these jumps.) My 360 and tv are both connected to my tv through component cables and my 360 is usually set at 720p and my tv is set on slandered definition. Is there any way to fix it and what is problem the problem?
