Is there a software or program that will convert a .jpg file to a .stl file?

I need to convert a jpeg file to a file that will work in a 3-D printer. Any suggestions will help. I'm new to CAD and so far I have not found a software that will manipulate a jpg photo to make a model to send to a 3D printer.
