Where do all these artists(music) get this idea that they can sample songs and then claim them to be there own?

Whatcha Say by Jason Delrulololo (something like that) heavily sampled the amazing Hide and Seek by Imogen Heap. It's a disgrace the way he's ping the song off as his own.
